Tennessee has permitless (constitutional) carry since July 1, 2021 (2021 Public Chapter 108, SB765/HB786). A person who meets the qualifications for issuance of an Enhanced Handgun Carry Permit under T.C.A. § 39-17-1351(b) and (c) — generally 21 or older and not prohibited from possessing a firearm — who lawfully possesses the handgun and is in a place they have a right to be may carry a handgun openly or concealed without a permit (T.C.A. § 39-17-1307(g)); residency is not required. NOTE (verify): the statutory floor is 21; 18-20-year-olds who are active-duty or honorably discharged/retired U.S. military qualify by statute, and following a 2023 federal court settlement (Firearms Policy Coalition litigation) Tennessee stopped enforcing the 21+ floor against 18-20-year-olds generally — an operator should confirm the current age treatment for 18-20-year-olds.

The Tennessee Tennessee Handgun Carry Permit (HCP) still matters

The HCP remains available in Tennessee even though a permit is not required to carry concealed within the state. It is worth obtaining anyway: most states that grant reciprocity honor a valid out-of-state permit, not another state's permitless-carry law. Holding the HCP is typically what lets a Tennessee resident carry concealed while traveling to a state that recognizes it.
