Oregon is a shall-issue state — it is not a permitless (constitutional) carry state. To carry a concealed handgun you must hold an Oregon Concealed Handgun License (CHL), issued by the sheriff of your county of residence (ORS 166.291). Applicants must be at least 21, demonstrate handgun competence through an approved course, submit fingerprints, and pay the statutory fee; the license is valid for four years. Open carry is generally lawful without a license under state law, but many Oregon cities and counties (including Portland) prohibit carrying a loaded firearm in public places, so open carry is restricted in practice. Oregon recognizes no out-of-state permits and has no reciprocity with any state — anyone carrying concealed in Oregon must hold an Oregon CHL. Oregon has no statutory duty to proactively inform an officer, though a licensee must carry and present the CHL on demand.

Open carry of a firearm is generally lawful without a license under Oregon state law, but ORS 166.173 authorizes cities and counties to regulate the possession of LOADED firearms in public places, and several (including Portland and Multnomah County) prohibit loaded open carry — so open carry is restricted depending on locality. A CHL exempts the holder from those local loaded-carry ordinances.
