Rhode Island is a may-issue-in-practice state with a dual permitting scheme. An applicant may apply to the local licensing authority (city or town), which 'shall issue' a concealed-carry permit to a qualified, suitable applicant who is at least 21 — no showing of need required — or to the Attorney General, who 'may issue' a permit on a showing of need (the AG permit can authorize open or concealed carry). Applicants must be 21, complete a marksmanship qualification, be fingerprinted, and pass a background review. Rhode Island is not a permitless-carry state, and it recognizes no out-of-state permits — a visitor with an out-of-state permit may only transport a handgun through Rhode Island en route elsewhere; carrying in Rhode Island requires a Rhode Island permit.
