New York is a shall-issue state in law after Bruen (2022) but remains high-friction in practice (may-issue-in-practice) — extensive application requirements, in-person interviews, character references, and sensitive-location limits. New York does not honor concealed-carry or pistol permits issued by any other state; a New York license is required to carry a handgun in New York. Licenses are issued by local licensing officers under Penal Law § 400.00 and must be recertified every three years.
