Oklahoma is a permitless (constitutional) carry state as of November 1, 2019 (HB 2597). A person 21 or older — or 18 or older if a member or veteran of the U.S. Armed Forces, Reserves, or National Guard — who may lawfully possess a firearm may carry a handgun openly or concealed without a license. The Oklahoma Self-Defense Act (SDA) Handgun License, issued by the Oklahoma State Bureau of Investigation, remains available and is worth holding for reciprocity; it requires a CLEET-approved firearms safety and training course, fingerprints, a $100 fee for a five-year license ($85 renewal; a ten-year option is double), and is valid for five or ten years. Open carry is lawful without a license. Oklahoma has no proactive duty to inform — a person need not identify as armed unless an officer asks, but must display a license or ID on demand (21 O.S. §1290.8). Under 21 O.S. §1290.26, Oklahoma recognizes a valid handgun license from any other state and also honors residents of constitutional-carry states carrying under their home-state law.

Open carry of a handgun is lawful in Oklahoma without a license for a person who may lawfully possess a firearm and meets the constitutional-carry age (21, or 18 for qualifying military). Open carry remains subject to the prohibited-place restrictions of 21 O.S. §1277 and to private-property rules.

Duty to inform

Not required

Oklahoma imposes no affirmative duty to proactively notify a peace officer that you are carrying: no person shall be required to identify themselves as a handgun licensee or as lawfully in possession of a firearm if the officer does not demand the information. A person must, however, display a valid handgun license (or driver license/ID) on the officer's demand (21 O.S. §1290.8). A person carrying in Oklahoma under another state's non-permit authority must disclose that possession on contact (§1290.26).
