Minnesota is a shall-issue state — it is not a permitless (constitutional) carry state. A Minnesota Permit to Carry a Pistol is required to carry a pistol in public, whether openly or concealed. The permit is issued by the county sheriff where a resident applies (non-residents may apply to any Minnesota sheriff), requires evidence of firearms training within the prior year, costs up to $100 for a new permit, and is valid for five years (Minn. Stat. §624.714). No fingerprints are required. A permit holder must keep the permit card and a government photo ID in immediate possession and display them on the lawful demand of a peace officer, but has no proactive duty to inform. Minnesota recognizes a specific list of 33 states' permits — not all states — with Idaho and Tennessee recognized for their enhanced permit only. Although the statute sets the age at 21, a 2024 federal ruling (Worth v. Jacobson) requires the BCA to issue to qualified 18–20-year-olds.
