MinnesotaConcealed Carry Permit & Reciprocity

Minnesota is a shall-issue state — it is not a permitless (constitutional) carry state. A Minnesota Permit to Carry a Pistol is required to carry a pistol in public, whether openly or concealed. The permit is issued by the county sheriff where a resident applies (non-residents may apply to any Minnesota sheriff), requires evidence of firearms training within the prior year, costs up to $100 for a new permit, and is valid for five years (Minn. Stat. §624.714). No fingerprints are required. A permit holder must keep the permit card and a government photo ID in immediate possession and display them on the lawful demand of a peace officer, but has no proactive duty to inform. Minnesota recognizes a specific list of 33 states' permits — not all states — with Idaho and Tennessee recognized for their enhanced permit only. Although the statute sets the age at 21, a 2024 federal ruling (Worth v. Jacobson) requires the BCA to issue to qualified 18–20-year-olds.

Carry practicalities

Permitless carry

Not allowed

Minnesota is NOT a permitless-carry state. A Permit to Carry a Pistol is required to carry a pistol in public, whether openly or concealed (Minn. Stat. §624.714). There is no constitutional/permitless carry in Minnesota. (The statutory age of 21 is subject to Worth v. Jacobson (8th Cir. 2024), under which the BCA issues to qualified 18–20-year-olds.)

Open carry

Permit required

Minnesota's Permit to Carry a Pistol authorizes carrying a pistol either openly or concealed; there is no separate open-carry right. Carrying a pistol in public without a permit is unlawful (Minn. Stat. §624.714).

Duty to inform

Not required

Minnesota imposes no affirmative duty to proactively notify a peace officer that you are carrying. A permit holder must keep the permit card and a government-issued photo ID in immediate possession while carrying and must display them on the lawful demand of a peace officer (§624.714 subd 1b) — but there is no proactive notification requirement.

Curated key categories, not exhaustive. School property is governed by Minn. Stat. §609.66 subd 1d; private-establishment posting is governed by §624.714 subd 17 (a person who refuses to leave a posted establishment commits a petty misdemeanor). Employers and property owners may prohibit carry.
