Illinois is a shall-issue state (since the 2013 Moore v. Madigan decision), but obtaining a Concealed Carry License (CCL) has heavy prerequisites: an applicant must be at least 21, first hold a valid Firearm Owner's Identification (FOID) card, and complete 16 hours of Illinois State Police–approved training (among the most in the nation). Carry is concealed only — Illinois prohibits open carry. The CCL is issued by the Illinois State Police, costs $150 for residents ($300 for eligible non-residents), and is valid for five years. Illinois is not a permitless-carry state, and it recognizes no out-of-state concealed carry licenses — only residents of six states the ISP deems 'substantially similar' (Arkansas, Idaho, Mississippi, Nevada, Texas, Virginia) may even apply for an Illinois non-resident CCL. A licensee must, on an officer's request, disclose the concealed firearm or present the license. Illinois has an extensive list of places where carry is prohibited.

Illinois imposes no affirmative duty to proactively announce that you are armed. On the request of a law enforcement officer, however, a licensee (or eligible non-resident) must disclose that they are in possession of a concealed firearm or present the license (430 ILCS 66/70). Disclosure is required only on the officer's request.
