Utah is a permitless (constitutional) carry state as of May 5, 2021 (HB 60). A person 21 or older who may lawfully possess a firearm may carry a firearm openly or concealed without a permit. Utah still issues two concealed firearm permit classes through the DPS Bureau of Criminal Identification: the Regular Concealed Firearm Permit (CFP) for applicants 21 and older, and the Provisional CFP for applicants 18–20 (which expires on the holder's 21st birthday and is honored by fewer states). Both require a BCI-certified firearms familiarity course (no live-fire), fingerprints, and a fee ($52 resident, $87 non-resident), and are valid for five years; non-residents may apply. The Regular CFP is recognized by many states, so it is the class worth holding for travel. Utah has no duty to inform. Under Utah Code §76-10-523(2), Utah recognizes a concealed firearm permit issued by any other state.

Duty to inform

Not required

Utah imposes no affirmative duty to proactively notify a law enforcement officer that you are carrying, and no statute requires volunteering that you are armed. A permit holder should carry the permit and present it if asked, but there is no proactive notification requirement.
